1. INTRODUCTION
            When the President has announced the first lockdown, many people were really anxious. That was the first time in French History that a lockdown was organized. During this first period, people realized many things about their lives and how they would like to change the usual life, the society. But after it, when people were back to freedom, only a part of them have tried to change things in their usual life. It makes a huge impact on economy, social and culture. Today, we are in a second lockdown, many people find it normal for sanitary security but also many complain about illogical measures, especially about culture places restrictions. Today, we will study the impact of lockdown on culture. First how the lockdown is organized for culture places and why people don’t understand it. Next, we will see how people can have access of culture during a lockdown. We will finish our study with the personal impact of this different access of culture. (Source 2)
2. Which issues
            During the first lockdown, the event, performing arts and culture sectors with the libraries, we heard that they didn’t have enough reserves to face to the economic crisis. For the cultural world expected a new national lockdown is not a surprise but they felt that their efforts made during the summer have been erased in some sentences. For this second lockdown there are some places open because they’re considered as necessary and others closed because they’re not or they could increase the epidemic. Some people disagree this situation because they don’t understand who a supermarket with many people can be safer than a little market that has restrictions and measure according to the situation. When people hear that the cinema, libraries, museums will be close, they see a economic and also cultural crisis, for example for cinemas. We can see that the government reflect and work hard in this period where everyone can’t be satisfied, so they will try “to save Christmas party”, we can interpreted that as if Christmas was more important than healthy and culture. Guillaume Husson, the French library syndicate invites the government to let libraries continue their activity because the weeks at the winter holidays season were important for their sector.
After this anger, even the bookstore shelves in supermarkets were closed. At the same time, e-commerce and the delivery sector experienced an upturn that continued during the summer. Many sectors will benefit from an authorization to continue their activity like filming, rehearsals, recordings and everything that allows artistic creation, as long as their activities are allowed with health measures. The bookstores will be able to organize delivery activities and aids for digitization will be applied to them. At the time of the first lockdown, the Ministry had set up the Culture chez nous portal, which is now back in use for this second lockdown. (source 1 , 3 and 5)
3. Alternative online culture
            The Minister of Culture affirms that cultural activities will therefore continue « Artistic creation continues to live on: film shoots, museum lending policy, rehearsals, recordings and recordings of works, building sites, restoration and work operations ». During a lockdown, everyone have to fall back on the Internet for their culture, to keep hobbies, and keep a nice mental health.  Many institutions especially museums and major Parisian institutions, have taken up the challenge of maintaining a new cultural offer during the period of confinement. Indeed, the cultural sector found alternatives to allow everyone to escape, thanks to digital technology. At this time of health crisis and isolation, culture is a precious means of resource, sharing, escape. So as not to deprive everyone of the world of culture, many means have been put in place to enable everyone to cultivate themselves "at a distance" in a digital way.
Faced with the sad situation imposed by the spread of Covid-19 in France, good ideas and initiatives to continue by other manners our favourite activities, to feed our intellectual and social life, are multiplying. All over France, museums are getting organised to offer a new cultural offer, with virtual tours for example. The Grand Bunker in Ouistreham, from the Great Palace to the Chambord estate and the Palace of Versailles, everyone is discovering that it’s really possible to access the biggest exposition of the moment and that is quite pleasant to visit national monuments virtually. Arte Concerts is a Franco-German television channel that offers videos of rock and classical concerts, Cinéteck now offers a free subscription for the period of confinement, virtual exhibitions, educational and fun resources for children and 25 other devices. Another example, Nota Bene presents on Youtube, video games and their relation of History like, Assassin’s Screed Valhalla with Vikings History. Of course, even if digital culture does not replace "real" mediation is a benefit it proves that it is essential for the world of culture to reach young people, “whose disaffection for some of cultural venues has become worrying”. It will be all the more necessary to imagine, together, the next world. But for many people, not so many changes have been observed after the first lockdown of 2020.
            During this second lockdown, three initial lessons can already be drawn about health crisis for the world of culture. Firstly, suggestions and digital cultural offerings to have a cultural access at home have never been so many and they are increasing every day. These offers, listed in particular on the “Culture chez nous” website. Of course, it hasn’t the same value as a real feeling and point of view, as cinema or theater places.
          In a second time, on social networks people have never been so creative and inventive before. Playful numerical education is expanding. Today Instagram is not only for distraction, we can find poetry readings, reading tips, sharing musical excerpts... For more familiar people with the digital universe, the notion of general culture, the concept of humanities, their curiosity is back. The last lesson offered by the newspaper Les Echos is that we hear daily that a crisis can be an opportunity. It is true that this lockdown is a source of inspiration for some movie director. (sources 6, 7, 8, 9 and 10) Something can explain it; many debates explain that during a confinement the pollution is very impacted psychologically. The morale of the population has decreased, art and means of expression, creativity is therapeutic. Man alone, in sadness, will feel the need or desire to express himself to transform this evil being into creation. We can take the example of Baudelaire who found artistic inspiration to write in sadness and drugs. (no source, personal reflexion)
4. Impacts after the lockdown
            The government behind Jean Castex and himself have detailed the measures and the impact that this second lockdown will have on our society and our daily lives. For Marc-Olivier Sebbag, General Delegate of the National Federation of French Cinema (FNCF), there are still reasons to be confident:” The fact that we've arrived there suggests that the French have a real attachment to culture. The French go to the movies, so we tell ourselves that it's possible.”(Source 3)
            To illustrate the impact of this second lockdown, we took a testimony of Marion Sommermeyer, from the Pole Pixel website. The Auvergne-Rhône-Alpes region benefits from the art house programming Art & Essay. During the sanitary and economic crisis, many cinemas are finding them in great difficulty despite rent subsidies. Marion Sommermeyer, President of the GRAC, which also operates Le Toboggan à Décines cinema, answered to the newspaper Pole Pixel on the financial help and measures concerning these cinemas in the end of 2020. For the Art & Essay rooms, the most complicated thing was first to stop all activities for 100 days. At the beginning, The National Federation of French Cinemas had asked for a four-week delay before the opening but actually, there were only three weeks to invent and prepare a health protocol in cinemas, to make them validated by ministries, and to work on programming with distributors, who were in the same hard situation. This epidemic shows all the difficulties to satisfy everyone, to make the attention to all the divers’ situations in a country in crisis.
          However, on 22 and 24 June, 90% of the theatres reopened. There was a diminution of attendance from -50% for the art house cinema Art & Essay, at national level to 70% for all cinemas. Everyone is affected in more or less the same violent way. Film exhibition has received State financial help like the short-time working for cinemas, the solidarity fund for companies, the self-employed and some cinemas have benefited from the regional emergency culture fund. France is doing rather well compared to other countries, which can be explained by a dynamic, rich and varied film production, including an opening to the diversity of European cinema. Moreover, Disney has opened its streaming platform and has stopped the showing of many of its films to avoid falling victim to the lack of cinema seats sold. There was the question of online viewing platforms, so it was necessary to restore public confidence and encourage people to go to the theatres. This second confinement, which follows a curfew, is very anxiety-provoking, with no visibility or means of anticipation. The GRAC team is continuing distance work but it is not easy. The events of 2021 are being prepared like the Tous en Salle festival for the February holidays. The GRAC is preparing to accept the idea that they will have to continue operating in this way for another year.
